Buy a new home in Riverstone or Tesoro Viejo and your property tax bill comes with a second set of charges stacked below the 1% base. Madera County's tax-year 2026 roll shows those charges averaging roughly $1,500 to $2,450 a year, depending on the community and the improvement area. Most buyers who compare these communities with a resale home in the City of Madera stop there and file the whole amount as a premium. That overstates the gap. On the Riverstone side, the school bond portion of the base tax rate runs lower than it does inside Madera Unified, and that difference pays back part of the special charges every year.
The real annual cost of choosing new construction along Highway 41 is therefore smaller than the special tax line items suggest. It also differs from street to street, because what you pay depends on which improvement area your parcel is in.
Most buyers first see these charges in a disclosure packet, well after they've done the price comparison. California Civil Code §1102.6b requires covered sellers to make a good-faith effort to get the local agency's notice of special tax and give any available notice to prospective buyers. That notice lists the districts on a particular parcel. The roll summary can't tell you that, because it reports districts in aggregate.
This matters most when you're shopping across two communities at the same time, because Riverstone and Tesoro Viejo are carved up differently.
Riverstone parcels can carry three separate charges, each run by a different agency:
Tesoro Viejo works through Madera County CFD 2017-1. It levies a Services tax for street lighting, roads, landscaping and trails, plus a separate Facilities tax. Newer villages sit in CFD 2021-1, Tesoro Viejo II. Some parcels also carry Chawanakee CFD 2019-1 charges for fire services and school facilities.
The county's tax-year 2026 direct charge summary, printed September 16, 2026, lists each district's total levy and parcel count. Divide one by the other and you get the average charge per parcel:
| District, tax year 2026 | Total levied | Parcels | Average per parcel |
|---|---|---|---|
| CSA 22D Riverstone | $2,023,128.00 | 4,787 | about $423 |
| Root Creek WD CFD 2016-1, IA 1 | $410,151.60 | 840 | about $488 |
| Root Creek WD CFD 2016-1, IA 2 | $867,361.60 | 2,084 | about $416 |
| Root Creek WD CFD 2016-1, IA 3 | $431,760.84 | 1,806 | about $239 |
| Golden Valley USD CFD 2017-1, IA 1 | $770,702.70 | 839 | about $919 |
| Golden Valley USD CFD 2017-1, IA 2 | $1,560,832.14 | 1,988 | about $785 |
| Golden Valley USD CFD 2017-1, IA 3 | $684,411.54 | 825 | about $830 |
| Tesoro Viejo CFD 2017-1 Services | $561,311.68 | 804 | about $698 |
| Tesoro Viejo CFD 2017-1 Facilities | $709,815.14 | 795 | about $893 |
| Tesoro Viejo II CFD 2021-1, IA 1 Services | $339,206.62 | 490 | about $692 |
| Tesoro Viejo II CFD 2021-1, IA 1 Facilities | $860,493.50 | 490 | about $1,756 |
These are averages across mixed parcels. They aren't the rate any particular home pays. They still show the shape of the costs. If you add up the averages for one Riverstone improvement area, IA 1 comes to about $1,830, IA 2 about $1,624 and IA 3 about $1,491. Tesoro Viejo's original CFD 2017-1 pair comes to about $1,591. The Tesoro Viejo II IA 1 pair comes to about $2,448, mostly because of its facilities tax. Within the same master-planned community, two homes can differ by several hundred dollars a year depending on when their phase was mapped.
The 1% base is the same everywhere. Each school district then adds voter-approved bond rates on top, and the districts differ. In Madera County's 2026 tax rate book, dated August 27, 2026, tax rate area 002-000 carries nine Madera Unified bond series plus State Center Community College bonds, for a total of 1.211515%. Golden Valley Unified tax rate areas such as 065-000 carry six Golden Valley bond series plus the same college bonds, for a total of 1.107541%.
That gap of about 0.104 percentage points applies to assessed value. Here is how it plays out on a Riverstone IA 1 home compared with a City of Madera home at the same assessed value:
The offset grows as the price goes up. A more expensive Riverstone home recovers more of its special taxes through the lower bond rate, while its CFD charges don't rise in step with value. The district's FY 2024/25 levy was set per square foot, and the CSA charge is a flat amount per home. Several things change the arithmetic for a specific address: the parcel's actual tax rate area, its improvement area and its assessed value. Those three come from the seller's special tax notice and the county records, and the averages in the table can't replace them.
This is general information about how these charges are set up, not tax, legal or financial advice. Confirm the charges on any specific property with the county, your escrow officer or a tax professional.
You can read CSA 22D's budget as a schedule. In the last two budget years, Riverstone's road assessment collected far more than the county spent on road maintenance. Road maintenance spending was $20,354 in FY 2024-25 and an estimated $50,000 for FY 2025-26. The district carried a beginning fund balance of $2,155,949 into FY 2026-27. The recommended FY 2026-27 budget sets road maintenance at $2,000,000.
The assessment base is growing just as fast. The county expects the district to add about 250 parcels a year. The tax roll grew faster than that, from 3,936 parcels in tax year 2025 to 4,787 in tax year 2026. For a buyer, the $397 per home is a payment into a funded road maintenance account that is starting to draw down, not a fee with nothing behind it.
The other place this money shows up is Highway 41. The Fresno Bee reported that construction has started on the $130 million Highway 41 Expressway Project, which runs more than four miles from Avenue 10 1/2 to Avenue 15. The project adds four lanes, a new southbound bridge over Avenue 11, and turn lanes and signal changes at Avenues 12 and 15. The Bee quoted the county's news release on the goal:
"The project is expected to reduce congestion, improve travel times, and accommodate future residential and commercial growth along the corridor."
County officials told the Bee the project is funded with federal dollars, road impact fees charged to developers, and property tax revenue generated by development at Riverstone and Tesoro Viejo. Construction is phased through May 2028, with updates posted at 41expressway.com. In April 2026, before work began, YourCentralValley described the project as $100 million running from Avenue 10. The Bee's later report attributes the $130 million figure and the Avenue 10 1/2 starting point to the county's own release. YourCentralValley also reported that Riverstone is expected to add more than 3,200 rooftops over eight years. Every one of those homes adds to the tax base that is helping pay for the corridor.
Commercial space is following the rooftops. The Business Journal reported in October 2025 that a neighborhood market, a Jamba Juice and a 76-branded fuel station were under construction at Tesoro Viejo.
No. They're billed every year with the property tax. The parcel-specific details come through the special tax notice under Civil Code §1102.6b.
No. They're each district's total levy divided by its parcel count, and they mix different lot types and home sizes. The figure for any specific home is on its own tax bill and notice.
No. The original village is in CFD 2017-1, newer villages are in CFD 2021-1 with three improvement areas, and some parcels carry Chawanakee CFD 2019-1 charges as well.
